環(huán)境：

python 3.5

問題：安裝jupyter notebook成功后，啟動服務時報錯誤

操作步驟：

命令行執(zhí)行安裝
    pip install --upgrade pip
    pip install jupyter
    
安裝提示成功信息：[最后幾行]

這時候問題出現了：

執(zhí)行
    jupyter notebook
報如下錯誤：
        self.writer.connect(connect_address)
        TimeoutError: [WinError 10060] 由于連接方在一段時間后沒有正確答復或連接的主機沒有反                應，連接 嘗試失敗。

解決嘗試：

卸載重裝，結果一樣
進入到安裝目錄，結果一樣
不斷按照搜索教程安裝，結果都是一樣
